This plugin is relying on a 3rd party service of CBR that is provided as a freeware and is documented here https://www.cbr.ru/development/sxml/ and here https://www.cbr-xml-daily.ru/

Installation
- Upload db-tagcloud folder to the
/wp-content/plugins/directory - Activate the plugin through the ‘Plugins’ menu in WordPress
