“Custom links” does not show up under appereances

I have a problem. “Custom links” does not show under appearance -> menu. I have already talked to Elementor, but it has no relation to them. Have anybody experienced the same problem or know how to make it visible?
We have two product categories in our menu/header, but we want to forward them to the same page, however on different places.
