Notification bar – refresh and email

    Hi,

    Does anyone know of a plugin that can make notification bars (like FooBar plugin) and everytime one is made, it will automatically generate an email, that sends out to specific emails? So is it possible to send an email everytime an announcement/notification bar is published on the website?

    That plugin should also be able to make the users see any update of the notification bar/announcement without refreshing the page?
